All Terminals in Chinese Official Mahjong (MCR): Points, Rules and Examples
In Chinese Official Mahjong, All Terminals (清幺九) is worth 64 points: all 14 tiles are the 1s and 9s of the three suits (1 and 9 characters, dots and bamboo) — no honors and nothing from 2 to 8.

The rules for All Terminals
- Only 6 kinds of tile qualify — 1 and 9 of characters, dots and bamboo — 24 tiles in the whole set
- No honors; with honors it is All Terminals and Honors (32 points)
- 1s and 9s cannot form chows, so a standard hand is always four pungs (or kongs) plus a pair
- The other shape is seven pairs of terminals (only 6 kinds exist, so one kind must be all four tiles, counting as two pairs)
- Claiming pungs and kongs is allowed — the hand does not have to be concealed
What All Terminals does not combine with
Under the non-repeat principle these are already implied and are not counted:
- All Terminals and Honors (32) and Outside Hand (4): every set obviously contains a terminal
- All Pungs (6): a standard All Terminals hand is always four pungs
- Pung of Terminals or Honors (1 each): every set is one, so they are not counted one by one
- Double Pung (2) and No Honors (1)
Still added on top: Triple Pung (pungs of 1 in all three suits, 16), Three or Two Concealed Pungs, Concealed Hand, Fully Concealed Hand, Seven Pairs, Tile Hog, and win-type fan such as Self-Drawn or Last Tile.

How it relates to other fan
- All Terminals and Honors: 1s, 9s and honors, 32 points. If you hold honor pairs while chasing All Terminals, switching to it is often faster.
- Outside Hand: every set contains a 1 or 9 (chows like 123 and 789 allowed), 4 points — the small cousin.
- All Pungs: a standard All Terminals hand is always All Pungs, so All Pungs is not counted.
- Pung of Terminals or Honors: normally 1 point per terminal pung; not counted inside All Terminals.
- Thirteen Orphans uses the same tiles but needs one of each of the thirteen terminals and honors — a completely different route.
Odds of All Terminals
Only 24 tiles qualify and you need four pungs, which makes it one of the rarest 64-point hands. The chart below counts terminals *and honors* in a 13-tile opening hand — an upper bound, since honors are no use here:
| Terminals and honors in the opening hand | Chance |
|---|---|
| 5+ tiles | 60% |
| 6+ tiles | 37% |
| 7+ tiles | 18% |
| 8+ tiles | 6.6% |
| 9+ tiles | 1.8% |
| 10+ tiles | 0.36% |

An opening hand has 8 or more terminals and honors about 6.6% of the time. In 4,000 computer-played hands (3,849 wins), All Terminals appeared 0 times — far too small a sample for a fan this rare; all it shows is that it practically never happens on its own.
When to go for it
- You already hold three or four pairs of 1s and 9s and very few honors: then an All Pungs route can drift into All Terminals.
- 1s and 9s are the first tiles others discard, so pungs are claimable — but there are only four of each, and two in the discards nearly kills that kind.
- The fall-backs: with an honor pair switch to All Terminals and Honors (32); failing that it is All Pungs plus terminal pungs. All Pungs is only 6 points, so you still need more to reach 8.

All Terminals in other mahjong styles
Riichi mahjong calls an all-terminal hand Chinroutou, a yakuman (Japanese mahjong yaku list). Taiwanese mahjong has no such entry; the same tiles just score All Pungs and other tai.
FAQ
How many points is All Terminals?
All Terminals is worth 64 points in Chinese Official Mahjong. It does not add All Terminals and Honors, All Pungs, Outside Hand, Pung of Terminals or Honors, Double Pung or No Honors.
Can All Terminals include honors?
No. With honors it is All Terminals and Honors, worth 32 points.
Can I claim pungs for All Terminals?
Yes. It does not need to be concealed; pungs and exposed kongs are fine — you just lose Concealed Hand and concealed-pung fan.
